Most missing documents can be replaced for free or low cost. Here's how.

๐Ÿ“„ Replacement Social Security card

FREE. Apply online at ssa.gov (if you have a state driver's license / ID). Mailed within 10-14 days.

Can also walk into any Social Security office with photo ID. No appointment needed.

๐Ÿ“„ Replacement birth certificate

$15-40 (varies by state). Free if applying for benefits โ€” many states waive the fee if you tell them you need it for Medicaid / SNAP / WIC. Apply at cdc.gov/nchs/w2w for state contact info.

Court self-help centers can also help you get a fee waiver based on income.

๐Ÿชช State ID (for non-drivers)

$5-30 (varies by state). Multiple states offer reduced/free state IDs for low-income residents โ€” ask at the DMV. Required documents: SSN card + proof of address (utility bill, lease, etc.).

If unhoused: Some states accept a letter from a shelter as proof of address. The DMV can advise.

Many programs accept: shelter letter, family member's address (with their permission), general delivery at a USPS post office. Tell the caseworker you're transitionally housed โ€” they have alternative-verification processes.

๐Ÿ’ต Recent pay stubs (if employer doesn't give them)

If you're paid in cash or by personal check: write a statement of your income (how much, how often, from whom), get it signed by you, and bring bank statements showing the deposits as backup. Caseworkers can accept self-attestation in many situations.

For tipped workers: bring your IRS Form 4137 from last year's tax return, or daily-tip logs.

๐ŸŒ Free notary services

Banks and credit unions notarize for free for customers. Libraries in many cities have free notary days. UPS Store / FedEx Office charge $5-15 per signature.
